The owners of the building have been interrogated by authorities following instructions from President Uhuru Kenyatta.
Several people are still missing and rescuers say hopes are fading of finding any more survivors.
More than 136 residents have been rescued and taken to the hospital.
According to city officials, the building had been earmarked for demolition after inspection. The owner of the building and others have been charged before court and been granted bail.
It went down at night after days of heavy downpour.
